It was reported that Viet Nam ‘ s goal was to create a $1 billion game market by 2030. According to the 2025 report of the mobile game industry in Viet Nam, the global number of downloads of mobile games in Viet Nam has reached 4.9 billion, after China, the second highest in the world. Of these, 95 per cent were downloaded from international users. The video game industry in Viet Nam is currently valued at about $650 million, with the Viet Nam target of a $1 billion game collection by the end of 2020. To that end, his Government had taken a number of measures, including government support, policy reforms and investment in local human capacity development. The play industry is now officially listed as one of the key elements of Viet Nam’s national strategy for the development of the cultural industry, classified as “software and interactive entertainment games”. Viet Nam ‘ s cultural industry strategy shows that games have been considered important areas for many years. Early planning has identified interactive games and digital content as key growth areas, while pointing to slow bureaucratic administrative processes, outdated systems and the need to strengthen digital talent development.

Under this policy framework, the game is no longer merely classified as digital entertainment, but rather more actively as a priority industrial development. New policies around the relaxation of distribution rules, flexibility in the liberalization of test restrictions and tax exemptions for games promoting Vietnamese culture indicate that Viet Nam is actively creating a more favourable environment for the global development of indigenous studios. To encourage the development of domestic studios, the Government is pursuing new policies to simplify distribution requirements, open Beta tests and reduce barriers to local developers ‘ licensing. In addition, games that integrate the historical and cultural themes of Viet Nam enjoy two to four years of tax-exempt benefits and further encourage play studios to develop projects with cultural roots. The importance of the annual games event in Viet Nam to the game ecosystem is also growing. At the Viet Nam Games (Vietnam GameVerse 2026), which opened on 8 May 2026, several projects featuring Vietnamese culture gained investment opportunities and industry cooperation to drive the local play industry around the world.

Viet Nam continues to have a competitive advantage from its young, technology-oriented workforce. It was reported that, in order to enhance long-term growth, government agencies and industry leaders were working together to develop about 5,000 high-level game engineers to enhance productive capacity and global competitiveness.
